Ms. Carter was born June 15, 1945, in Stanton, Virginia, to Annie Elizabeth Hill and George Jefferson Hill. She was a Housewife.
She is survived by 2 daughters, Annie Butler and Beverly Jordan; 3 sons, Ernest Bashlor, Cory Bean, and Edward Carter; 1 sister, Carolyn Durden; 7 grandchildren; 1 great-grandchild; and a host of other relatives and friends.
